Default Quantizing Drums with 7.4?

I am recording my band now and the drums are off in some places.

If I upgrade to 7.4 can I quantize the multi tracked drums using elastic time?

If I can how effective is it?

Will it work on fast fills?

What is the best way to get the drums in perfect time? (aside from having a perfect drummer..)
