Default Change Velocity Glitch?

I've recently installed PTLE8 and have found several times I'll try to change velocities but nothing happens to the selected midi info on clicking apply. Then sometimes it'll just work with no apparent change to the settings.
I'm just change note on info and tried all variations of settings in the panel. Notes are definitely selected. I have reinstalled PT a couple of times and getting the same behavior.
Any ideas or is anyone else experiencing this?

Maybe another method would work better? If you expand the midi/instrument track(tiny arrow at the bottom left corner of the track in the edit window) you can add another lane with all the velocity showing. On that lane, you can click on any note's velocity position and simply drag it up/down as you need.

I'm looking for more advanced velocity editing than that although I did discover that holding down shift I can change all velocities in the region at relative values. Pretty cool. Still like to have the 'change velocity controls tho'
