Do you have a bug number we could track ?
Also, it seems it is a pretty new bug, rolling back to an older version (2018.4) could fix this specific issue.

Yes, 2018.4 doesn‘t have this bug!

This issue doesn't appear in the bug fixes list.
Has anyone installed 2019.5 ? Please tell me that I'm wrong ?

I had a problem like this... then realized I’d forgotten that I had to command-click on the record button to go into “punch mode”
