Does anyone know what plugin this is?

Supposedly it's an AVID plugin, but I can't find it in my system.

I run 2019.10.0 (not Ultimate).

It's the surround panner. In this case showing a stereo source track (you have two panner windows) feeding a surround track, what looks like a 5.0 surround (no .1 LFE). This is not a plugin. Very well documented in the Pro Tools reference guide and many online tutorials.

You don't say what version of Pro Tools you actually have. Studio and Ultimate support surround sound.

To add to this useful information, if you have Pro Tools 2019.10 Standard, then that version doesn't have any surround capabilities. It wasn't until Pro Tools 2022.4, when they launched the tiers (Intro, Artist, Studio, Ultimate) that they added surround to Studio (formerly Standard). You'll have to purchase a reinstatement if you want to get surround features in Studio.
