I tried installing NT:
- on the same directory as 2000
- in a different directory from 2000
- as a repairing of a damage NT
- in a different partition from 2000

and I still couldn't deauthorize the plug-ins.

The solution for me was to delete everything on the NT directory except Pace and Interlock directories and install NT as a new installation, then I installed ProTools and since I didn't deleted the Digidesign directory, I just had to authorize every plug-in with the floppy that I authorized them before.
It authorized without a count.

I just had the same problem with NT 4 sp4 where nt would not boot.. so I had to install a completely new copy after wipeing everything else off of the hard drive and re authorize.....
Seems strange to have to delete to OS first...
I'm glad everything worked out...

I have Win 2k on a seperate hd for experimentation.. not for work
