Funnily enough I have experienced Windows 7 hanging on the "shutting down" screen for the first time with my current laptop since installing 10.3.
It's happened only once, though, not every shutdown. Whether that was actually related to PT or just a coincidence, I couldn't say.

Update: A uninstall/reinstall seems to have fixed the issue. My mistake was doing an upgrade originally instead of a clean install. Shame on me. Sorry for the false alarm folks.

Thanks for the update. I did a clean install of 10.3, so the shutdown hang I experienced was evidently unrelated to your issue.

No shutdown issues here, even with Reaper ReWired in the session.
