Default IDE drive capacity discrepancy

I just installed a Western Digital internal IDE drive on my quicksilver 800 mhz and everything looks fine however when i opened the disk utility to format it, it said the drive is only 31.49 GB. (it's a 60 gig drive, according to the packaging). Where did almost HALF the drive go? It's brand new and completely empty. Has this happened to any of you? What am i missing?

Check the jumpers, make sure you're not limiting the size of the drive there.
