Any programs to adjust sounds you make?
Like in sampletank, you can add effects to the preloaded samples they have in there like, AM Modulation, FM modulation etc. Wondering if there were any programs like that out there specifally made to load in your samples and add effects to them? Is there anyway to load your own samples into sampletank? Thanks for the help.

Check out Antares Filter. You assign it as an insert and you can do some very interesting or wierd things with your audio. www.antarestech.com
Sampletank is actually a ROMpler and not a Sampler. I believe you can import samples and mappings in other formats.

Whats the difference between a ROMpler and a sampler? And a I demoed the antare filter, its really nice.

Yeah, I would tend toward something like Kontakt, GigaStudio (ver 3, once availanle, will be cool for the Rewire aspect, plus Gigapulse), or grabbing an app like CoolEdit, SoundForge, or Wavelab for that type of thing.
On the other side of things, you already have a very powerful tool at your fingertips: Pro Tools! Could always load samples in via Import Audio, and then AS 'em to your heart's cntent. What you can do is limited only by imagination, and plugins available. To that end, FXpansion VST-RTAS wrapper lays an impressive set of tools, even just via the freebie VST's out there. While a good sampler app (like Kontakt) can be a time saver in some ways, an app that can do batch runs will be a boon when ding sample creation, simply due to the repetitive nature of it. However, sometimes doing batch processing on a set of samples can be a no-no, as each sample may need specific attention, re: adjusting length, editing, etc , and THEN applying FX for sound sculpting.
