Good find! I believe (not 100%) that clip is from a Japanese magazine called "Young Guitar", which is actually where I first heard of Victor Smolski.
But yeah, every month Young Guitar comes out and each issue has a dvd that comes with it with clips like that. They also usually have written examples of if not the whole song, then at least select points from the piece.
