Default 003r problems with connection

We recently purchased a 003r and we are running it on a MacBook pro with 10.4.11 we are on version 7.3.1 with pro tools. I am having trouble getting the interface to connect with pro tools. I can get it work every now and then, but its a hassle. I have checked the cable and its fine. When I turn on the 003 it will "click" twice, and if it wants to work then I am able to use the buttons on the front (before launching pro tools) if it doesnt work then the buttons are dead. Is this an internal issue of some sort?

Any thought would be helpful.
