Default Proper Installation On A Mac..

So How do I install PT7 on my G4 Powerbook. How do I go about making another partition for PT, and do I put the plugins on that same partition or can I put them on my normal system drive?

If you partition you're going to erase/delete whatever files you have in you system drive.
so, becareful...You can partition by going to apps/utilities/disk utility.
pro tools itself has to be install where ever your OS is install, and plug-in are to be install wherever pro tools is install, which is in your OS/system drive.
your other partition is simply for recording audio...

Arent you not supposed to install on your startup drive? I have it installed on my Macs internal HD. I store the audio data on my external drive though, is this ok or no?

Yes, install on the system drive. Sounds like you already have it set up correctly, which is also the way Digi recommends. No need to make any partitions anywhere.
