Pro tools 10.3.8: Program cant start because HWC is missing?

So I installed PT 11 and that worked fine but 10.3.8 keeps telling me this system error message whenever I launch:

1a4c: ProTools.exe - System Error
The program cant start because HWC.dll is missing from your
computer. Try reinstalling the program to fix this problem.

So I click OK and it loops the same message several times then tells me it cant connect with hardware. But I can load/start sessions and have it functioning normally after all this happens.

I downloaded 10.3.8 twice, uninstalled/reinstalled it many times.

Hi: log in to Windows, go to Programs/Accessories and do a right click on CMD prompt and select "Run as Administrator". Write "chkdsk /F". The system will ask for a restart, do it and it will restart 2 times.
After that, try if the error shows up again.

Do you mean run chkdsk /C? F drives my sample drive, the programs on C.

The /F parameter = fix any errors.

If I need to do in a specific drive, like my external G => chkdsk /F G:

Tried it and still does it. Same error message with "Error occurred while trying to load the controller personality Mbox" message at the end.

I did chkds after I downloaded 10.3.8 not before.
