I go to checkout and get this error in the promotional codes (which I leave blank since I don't have one)

Jurisdiction code could not be determined Please Check Postal Code!

this is if I go to buy the 75 dollar job at the digistore - anyone have any idea what the heck that is?

That message indicates a postal code (zip code) error. We see this most often with orders from Canada, where a space needs to be entered between the first 3 and last 3 groups of characters.

It looks like your previous order on the DigiStore is a US address, though. Try entering just the 5 digit zip code.

If that does not work, try entering it the way your previous order was entered, with the zip code like this:
xxxxx-xxxx

It's possible that since you already have that full zip code in your profile, it is looking for the same thing in this new order.

The only other thing that I can think of is if you have an autofill/autocomplete browser setting that is putting in a zip code that does not match your city and state.
