Vertical Scrolling Increments

I'm trying to vertically scroll in PT 9 HD with a mighty mouse and when I scroll up or down the page in the edit window, it's not a very smooth movement. The scroll function seems to be limited to scroll by track as it just snaps into position of each track. These movements feel super rigid and I'm unable to position my track where I would like on the page because of these constraints. PLEASE tell me there is a way to turn this off and have full control of the vertical scrolling function...
