PT 2019.10 no longer opening on both screens

For as long as I've used Protools with 2 screens, sessions will always open up with the mix & edit windows splashing on both screens. But since updating to 2019.10, it no longer does that. I have to manually drag my edit window over to the 2nd screen. Anybody else have this experience? is it a bug? Or maybe a new preference that I haven't found yet? I'm running on High Sierra....

This happens to me every time I reboot. It's been this way on all versions of PT 12 for me.

And I thought I was the only one experiencing this.
This began with 12.6 for me.
But 12.10 is definitely a one screener.

Began here with PT 2019.5, don’t remember it was the case with 2018.
