Default no asio drivers to cubase and a mixer to windows98?

hi to all, to me it is a shame that there isn't an asio driver to cubase and a mixer to windows, when i want to assing the output 4 or 5, i can´t cos' i have only two channels, 1-2, only i can to assign all 18 outputs and inputs only on protools, is there any way to make this with other programs?
