Default Inactive tracks still use CPU

If the free utility application "Cee Pee You" is correct then deleting 12 deactivated tracks from my session caused my CPU load to decrease by 20% !!
Cee Pee You is a small app that shows your CPU useage in a percentage readout. It will show 2 readouts for dual processors.
I was a little freaked when I did this experiment. Either this app is reading wrong or inactive tracks still use CPU power, and quite a bit. Perhaps they are meant to. I was under the impression that inactive = dead. No?

In LE I've noticed that plugins on inactive tracks still use CPU unless you bypass them individually. Since many plugins don't have a bypass, this doesn't always work. Since inactive tracks aren't meant to be heard, why should their plugins use CPU? DIGI??

I don't have an answer about inactive tracks, but if you want to conserve CPU usage, deactivating an RTAS plug-in will totally free up its CPU usage. This is probably a better option than bypassing the plug-in. To deactivate or reactivate a plug-in, cmd-ctrl-click the plug-in in the insert list.
