tried to update to 2018.1 on win8.1 but HD driver wouldn't install
After hours and hours of struggling, my IT professional friend finally figured out that the HD driver 2018.1 WIN is not signed properly and that's why the installer fails.
If you're clever with windows, you can find workarounds to install it anyway. Another good few hours of my life wasted with not being productive with Avid products. I hope this info will spare you your time at least.

Did you check compatibility details? Not sure if Windows 8.1 is still supported(doubt its been tested much).
