Default When does a recording studio need a license

Does anybody know if a recording studio has to be licensed by ASCAP (or others) if a band is going to record a cover of a copyrighted composition? This could either be for demo tape purposes or for an actual commercial cd to be sold. It seems that this responsibility should be with the record company. Is this correct?
