Default midi merge timing question

I wondered for a while how to merge MIDI notes so that they retain the original timing, such as slightly after the beat.

I have googled this a lot, but probably haven't posed the query correctly.

On the attached I want the notes on the right (circled in red) to match the timing of the notes on the left (boxed in green).

Is this possible? What setting do I have to change or tool must I use?
