Looks like the cause is UA Connect. I only have the free LA-2A which doesn't in my case doesn't use iLok Cloud at all, yet it was likely the thing that was auto-running in the background and stealing the session.
Fortunately it looks like I don't need it. I've renamed the app on Mac and uninstalled completely in Windows, and everything still seems to work. And crucially, so far no session stealing.
