Default Differences between X-Form Plugin & X-Form Elastic Audio?

What's the differences between the X-Form Plugin that comes with CPTK2 & the X-Form found inside Elastic Audio?

Avid is making it sound like PT9 cannot stretch and compress time and pitch without the X-Form Audiosuite Plugin.
