I stopped using Time Machine and turned off "Backup Automatically".
(using Carbon Copy Cloner instead)
Have not had a single Video engine error since.

I don't believe these University machines use that system, but I will double-check. Thanks.

Thanks for your suggestions. I am now checking if these OS drives were formatted Mac OS Extended (Case-sensitive, Journaled), which will not allow the AVE to operate. They have to be formatted as Mac OS Extended (Journaled). Will follow up when I get an answer. Thanks again.

Okay everyone- I promised I would get back to you all. With the IT person from the University in tow, we went through the Admin account on one of their 2 computers to perform a screen share with a very patient and committed AVID Tech. In the 2 plus hour session we went through about 40 plus steps- including AVID obtaining Read/Write privileges on certain settings (not officially condoned on a University computer, but "entertained" for this troubleshoot), and then scanning my drives for illegal characters (not there, so...), then finally, renaming these 2 drives. After all of these changes (trashing Prefs, re-installing PT, etc.), the AVID tech finally went to PT Aggregate I/O and the progress bar that takes at least one minute before locking up, made it through to the next level! Then, we successfully re- activated the Apollo 16x interface, along with my "re-named" drives (the ones that have always worked without incident in my own rig (High Sierra/PT 2018.7). So as many of you would conjecture at this point, "What really made this work?"... Well, I was not sure, so I went on to the second computer alone- without AVID screen share and my IT help (so no Admin account). Here is what I found in the other studio:

"There were even problems trying to launch Pro Tools at first. I trashed the PT preferences along with the AVID Video Engine Folder. Could not trash the Pro Tools Folder from Shared Users (without Admin), but was able to trash one of the Pro Tools icons from within that folder. Then re-started, repaired Disk Permissions. Launched Pro Tools and the Video Engine- had a video session working on the Desktop. Quit Pro Tools, plugged in one of my drives (USB), re-launched Pro Tools. Was able to run 2 different sessions with different videos without incident. So no real need to open the Admin profile- all done from my User account."

So all of this is somewhat inconclusive, due to the numerous steps in the first studio, along with what I tried in the other studio (with slightly different symptoms). Seems like there was no "magic bullet", but I will keep updating if anything arises...

Also having this issue in WIN 10 2019.12 Rolling back to .05 works for me.
