Trash your preferences. Guitardom has made an app for Windows I think. I'm on a mac but here's a link to his thread on this. Or use Google and get instructions. I think that Sweetwater gives step by step to do it manually, too.

Accidentally put it in extrrnal sync mode? (Easy to do...it's alt>spacebar. I only do it a dozen times a day.) Hit alt>spacebar again and see if it behaves.

And, make sure you didn't accidentally enable Wait for Midi Note

Possibility: open Playback engine dialog from Settings menu, change buffer to something other that your current selection, and (optional) then change it back.

I have this happen from time to time in Mac. It's related to the audio hardware.

Shutdown. A restart will not work. After boot up make sure no other audio processes are running and the playback engine is set to what you expect.

Any UAD cards by chance?

This is the most likely reason.

To the OP, welcome to the community :)

Brand new user here, 1st time installed, Win 10, 32 Gig Ram, 8 core processor. I spent literally 4 hours trying to get playback going on my Scarlett 18i20 and stumbled upon several tweaks here and there on these forums and across the web including the one quoted above. Ends up that worked for me. I had to do a combination of the buffer setting in Pro Tools and the buffer setting in the Scarlett MixControl software to convince playback to start working. Definitely noting this on my PC for when it happens again.

I'm guessing it's "wait for note". Press F11 to toggle this function!
