I have selected "samples" as the basis for ADC in the preferences, but in the I/O setup, you have to enter ADC values in milliseconds. I don't know how to convert samples to milliseconds....is there a way to enter the H/W insert values in samples???

You have to use the ADC User Value in the Mix Window.

Aside from the fact the current limitation of specifying Hardware Delay values in the I/O Setup with a resolution limited to a tenth of a millisecond is positively… (cough) “delayed”*…
