Default Protools HD 9 / MacPro Dual 6 Core

I am getting RTAS errors (-9128) Trying to use different CPU settings There a seemingly are an infinite number of CPU with a Dual 6 Core.
IS there a rule of thumb setting?
Also When you look at the activity monitor Pro Tools HD 9 is hardly 50% of what the CPU's can do in this machine.
