Default Avid Application Manager or Avid Link

Is Avid application manager now Avid Link on windows 10?
I am trying to use it to download plugins as that was the advice I was recently given to do so.
When I try to install it I get a message stating that a newer version is already installed. I can see AvidApplicationManager.exe in C:|Program Files\Application Manager, but nothing opens when I try to run it.
