This isn't an answer I'm afraid as I'm looking for a similar answer!

I'm currently running 10.13.6 with Pro Tools Ultimate 2018.12 and I'm having GUI lag (a known bug). I'm about to install a PCIe M2 SSD boot drive and I'm going to back to 10.12.6 and will report back.

Considering your question again and in light of findings I made today... High Sierra with PT Ultimate 2018.12 with an HDX card ran flawlessly.

This I belive is down to an uprgaded graphics card that supports Metal and I changed from my old Apple 27" LED Display on Mini Display Port to a full HD screen on HDMI. Don't ask me why but the screen running via HDMI got rid of my GUI lag and (what I thought) were unrelated dropouts during playback.

What are your current system specs?

My system:
Mac Pro 5,1 (Mid 2012)
ATI Radeon HD 5770
48 GB 1333 MHz DDR3
2 x 3.46 GHz 6-Core Intel Xeon
Sierra 10.12.6 (16G29)
Avid 16x16 HD I/O
Pro Tools Ultimate 2018.12
HDX1
UAD Octo
UAD Quad
System Drive: Samsung SSD 850 PRO 1TB
Record Drive: WDC WD1001FALS-00J7B0 (1T rotational SATA)

I did settle on Sierra for now, seemed the safest.
