Echo becomes more of a reverb, in certain parts of vocals
Having an issue sometimes with placing in an echo, mind you I place an echo plug individually on each vocal that I desire it.
I need a better method to where i'm not continuously using the same plug in, on each vocal. There IS a busing method correct? It bugs the hell out of me, that any video that I watch on busing, It will not work and I do not understand why.

Yes, you should be using busing in most cases(for reverb and/or delay). Add a send to a track and assign to an open bus(or pair). Create an AUX track(mono or stereo, to match what you selected for the send). Set the AUX tracks' input to that bus(or pair if stereo). Insert the delay plugin on the AUX track. Show the send and bring up the send fader(this is likely the detail you forget to do).
BTW, you CAN go into preferences and set sends to default to -0 instead of all the way down(think about that a bit before making your choice as each has merit). Here's another goodie you will want to know. If you right-click on the little arrow at the left of a send, you can choose to show a single row of sends, WITH faders(very handy for adjusting send level to effect tracks, or to headphone mixes). Another BTW, when using reverb/delay/echo on an AUX track, make sure the plugin's mix control is set to 100% wet(you use the fader and sends to control the amount of effect).

Do you have problem setting the delay/echo time properly? Basically if the delayed signal is less than 35 milliseconds away, it sounds like reverb. If it's more, it sounds like echo.
That 35 milliseconds is not exact science, however. It is just "that Elvis time".

Thanks fellas, forgot I posted about this here. I am going to try what albee directed... I don't know why busing has been a confusing feet in this program, everything else seems to come to my quite fluent.
Also... when figuring that part out, how do I time the echo to the beat? For instance, the echo not being off set to the beat/instrumental but rather it going to the tempo and such.?
