Default Trying to make a hardware transfer...

Im trying to do a hardware transfer of ownership, but the method seems confusing:

Technical support is closed during this time in trying to seek information.

I was able to obtain the transfer of ownership document, fill it out, but all the links prompt me to a support page. Do i persue filling out the information for a transfer through that? Any advice would be appreciated :)
