Default Midi regions in shuffle mode

When I have other midi regions in a track and grab a new region from the midi regions list in shuffle mode does the new region not snap to the last region but instead always snaps to the front moving all other midi regions forward?I then have to grab the new region and snap it to the back where it should have snapped in the first place.Is this a bug or am I missing something in my prefs settings?
