I would say , I do professional voice overs I don't usually whisper then talk very loud .
But I have a nice brass snare drum that would love to take the gig.

This is pretty crazy to state what the RMS and peak levels should be and not allow compression! No one can control the relationship between their peak and RMS levels. You can choose to hit one or the other but once you choose which to shoot for the other will be what it will be. The only way to change that would be with a compressor or limiter.

I think your best approach is to record with peaks hitting in the area of low yellow. When you are done you can use the AudioSuite Normalize function to set either your peak OR RMS levels. I would go with peak (using RMS is more dangerous because there is no control then of the peak levels and you could go beyond "zero" and not know it), and set it to -6dB. They can't complain then!

Sure you can. Just mix to the desired RMS at lower levels and then normalize to the desired peak levels. Normalization does not change RMS at all, because it amplifies all samples just as much.

I've taken the excellent advice in this thread and just recorded at a decent hot level with plenty of orange...and the client is happy!

Ahh thanks so much for locating my missing plug ins!

As a voiceover I have no need for stereo tracks so I guess I am still looking for a mono version of this plug in...no worries and thanks again

A phase scope would only work on a stereo track, as it measures the relationship between the two sides. The RMS metering is a bonus of that plugin.
I find the Dorough plug useful, but you could also use almost any analysis plugin.

There used to be a little BF VU plug (and I think a phase correlation one too). Don't even know if its response was calibrated as I never used it but...

I like the Dorrough too and started using Nugen's meter for post at the studio, although I still have a hardware meter across my pgm out.

Well... He didn't say you couldn't use limiting... I know you have found a successful option, but I would suggest the Waves L1 limiter. You can set your ceiling wherever you want and no matter what is fed into it you will not exceed it. Then just set your RMS level to be around -18dB.
