Transfer of ownership...

I recently bought a perpetual Pro Tools license and an M-Box Pro 3 off eBay but there hasn't been a transfer of ownership of either the software or hardware yet which I have requested from the seller, even saying that I will pay for any fees. The seller seems hesitant to transfer the ownership for some reason (I have been hassling him for a couple of weeks now) and was wondering what the best course of action would be.

Any help would be appreciated.
