Default .VOX file format

I just found out about this format today and being told to investigate on how to go about converting an AIFF to ".VOX" format? This is a format used mostly for telephony purposes, ring tones and outgoing messages, etc. I've Googled it to get a head start but to no avail. resources on a Mac (though lots of Windows apps that can seemingly do this).

Any info would be great.
