I have been searching for a solution to this for some time, it has been causing issues when creating test files. Time to go back through the Time Machine backups and see what versions I can find. Luckily I have these going back almost 2 years.

I will also submit a bug report to Apple, you never know they may actually fix it...

FYI for Adobe Media Encoder I just looked at my preset and remembered there is a setting to not generate the XMP file. It's under the metadata settings.

A quick test of Apple Compressor 4.4 released today looks like this issue could be, finally, fixed.
