Saved Window Configs Not Translating.

Got a template with some window configurations pre saved. Saves and works with template just fine. However, if I create a new session from the template, or import session data, the plugin windows don't recall. This is the most important thing for me? What am I doing wrong?

I should add, the I can see the configs in the list, just the plugin windows don't do anything.
