Start with moving all 3rd party plugins to unused folder, reinstall PT10 and see if it boots normally. Then move plugins back one 3rd party vendor a time and verify it still loads everything properly. As soon as you find a vendor that causes trouble, move it back to unused folder and keep moving other vendor plugins back ONE AT A TIME and if it's plugin related you'll notice which ones you are unable to move back to the plugin folder without issues.

It may not matter if you organize plugins into subfolders but what I was asking was what is the path to those folders (in the op's post)? If those subfolders are not in the standard location then PT is going to have fits.
