Have you tried taking a different (new) drive, doing a clean install of macOS and install Pro Tools and see what happens?
This has happened on a clean install of 2018.4 on High Sierra on a brand new computer (non touch bar 15" 2015 MacBook Pro, the 2015 design they were still selling as the cheap 15" in 2018) upgraded installs of 2018.7, 2018.12 on said computer, and then 2019.5 on a totally brand new computer running Mojave. (2018 Touch Bar 15" MacBook Pro)
