Default Option/preference for disabling Loop Trim?

My boss inadvertantly activates the loop trimmer all the time. We don't do much loop-based music here, and that tool specifically is interfering with his workflow. Is there an option or preference to deactivate this "feature."

Alternately, is there a way to disable trim tooltip scrolling when a Kensington trackball button based macro is used? He uses the trackball buttons to select tooltips and runs into trouble when the trimmer automatically scrolls to the loop trimmer.
