Default PC Gui lag issue - frameskip??

I've been investigating this issue (because rolling back sucks).
It appears the lag gets worse over time.
But the meter line in the session window looks as if it is frame-skipping when it moves across the session window.

However, if you select any part of the window and highlight the session window the lag disappears as you drag the mouse across the window.
Even though its only temporary until you stop dragging the mouse, it may
be insightful to helping Avid get a fix. Would posting a video of this help?
