Default MIDI issues still persist in Windows 12.8.3

It appears as if 12.8.3 was more of a MAC priority release. They haven't fixed the MIDI bugs that duplicate notes under notes. When dragging MIDI through the MIDI editor more notes appear under the ones you just dragged up and down the note scale.

Anyone else experiencing this on 12.8.3 on Windows?

Looks as if 12.8.1 is the one to stay on if you use Windows.
