Default HD12.2 Mac needs to start w/o Plugs active

Anyone else using Samsung 850 evo SSD for recording drives?
And Or
Have to open session with plug-ins deactivated (Shift) and re-activate.

Note all working in session close session and reopen will need the same process.

Manual deinstall of 12.2 and First 12.2. reinstall with base plug-ins only HD12.2 no PT's First. Same issue.
Tried file on WD Black spinner with same results....

DigiTest firmware and test all passed.
Mac OS 10.10.5 Combo is my next move from 10.10.4

Update: Xpand!2 (2.2.1.18799) removing this corrects the above issues.
Is the ! in Xpand meaning First' version?
