When PT is not loaded, you should generally be able to hear your guitar or mic through the 11R and your speakers. But when you start PT, it should take over and mute that sound UNLESS you have a track record enabled.
Randomly and occasionally (right now.. when I really need to record a vocalist) PT will let the mic or guitar continue to come through the RIGHT SPEAKER only... I can hear the left speaker hiss go away as PT starts, but the right side stays in... which means that whatever I do in pro tools, the 11R signal comes through the right side on top of whatever I'm monitoring in PT... so it always sounds heavy on the right side and also, if I'm adding verb to a vocal in PT, there's still that dry 11R signal on the right, which is very distracting for a vocalist

this didn't work for me, but a full restart... including 11 R... did
Mine is the kind of issue where it's only coming out the right speaker... I saw that someone has this issue only out the left speaker
I wonder if they're planning to release a new windows driver at any point... or if they ever plan to incorporate the 11R panel back into PT... or at least fix the "11r screen disappears" bug..
It really does feel like we've been abandoned
