You're either interpreting information incorrectly or being provided (by a minority) incorrect information.
Definitely install PT on system/boot drive and record to another drive.

Just to add to this, to avoid any possible confusion...
Windows 64-bit can run 32-bit programs. Those programs get installed to Program Files (x86). An example of this would be Pro Tools 10 (which is 32-bit) and Pro Tools 11 (which is 64-bit).
