What it really comes down to is what you're expecting to do with your mixes. If you're looking to get that "pro" sound, you really have to think like a pro in that sense. Proper monitoring is integral to making a mix sound great. The next best thing you can do is have multiple monitoring sources. While I realize not everyone can afford an $800+ pair of speakers, you could say get a $500 pair of speakers, and some $150 headphones and then test your mixes on both. Then test on your home sound system and perhaps a car, too. Then on your ipod earbuds. That way, even with a lesser system, you can get an idea of the range of your mixes and how they sound in different environments. What it comes down to, is if your environment is less than ideal for mixing, then you shouldn't stay in that environment for too long, or you start to get used to things that might be missing from your sound. If you switch it up on a regular basis, you begin to understand what you're expecting from your music, and what might be missing from your monitoring setup. As is suggested by most, your best option is to save up, and do some learning.

Re: Good Monitors for $100-200?
So I decided to go with the Alesis M1 active 520's, They have pretty good reviews, Im going to try them, and if they totally suck I can always return them. Anything will beat my current output speaker, its a practice bass amp I got 12 years ago when I first started playing music, I mean I know they wont be like KRK's, but Im just going to have to work with what I got, and I think I will be ok :) Next decent mix I get done ill post it in this forum :)
