Default stuck in snap

help i have cut a section from a track & when i go to grab the 2nd half to pull and connect with the 1st part it is only pulling to times in the timeline, however previously i was able to pull it to any point. it seems like it is stuck in a snap mode, how do i resolve?

your in grid mode.

Try spot mode or split mode.
