It does actually. We've reproduced this issue in house with iPad 2 and iPad 4.

No problem. We don't really know why yet, but I am guessing that any iPad pre-iPad Air 1 (and maybe pre iPad Mini 2), will have this issue. These earlier iPads are not supported, so we never saw this issue during development as we don't test them.

iPad mini 2 worked as expected in my review. But I planned to use a rusty iPad 2 in the dock, to stay permanently. Today it's still on iOS 7 for performance reasons. I would update to iOS 9 only if Pro Tools Control and the dock work completely. Is there any chance?

I would definitely up date to iOS9. There were problems with some earlier versions not opening apps if Safari had been accessed. I am using an iPad Air 1 with iOS9 when using PT Control.
