Default mp3 Bounce unacceptable

Hi!
I am bouncing a mix of two tracks with basic EQ, Verb and Limiting. When I Bounce a WAV or AIFF everything if fine.
BUT, if I try to add an mp3 or just Bounce an mp3 on its own the file is completely unacceptable. Everything is muffled and there is absolutely no clear definition.
I tried doing the Bounce off-line and on-line with no difference.

If, however, I take the WAV file and convert it with some other software application the mp3 if fine. Just as clear as the WAV or AIFF files.

Does anyone know what's happening? How can this function be so sub-par?

Pro Tools 2018.12
MBPro 17-inch, Early 2011
High Sierra 10.13.6
TASCAM US-4x4

Muffled and garbled could describe a low bit-rate MP3. What bit-rate are you bouncing to?

You can’t choose a bit rate for mp3!

You literally circled the option to change BITRATE, the very thing you said you can’t change.

?????

FYI - you have it set to 192. Change it to 320. If it doesn’t sound almost identical to your wav export, then you have an issue that requires further investigation.
