Default how do I enter a midi note/event at an exact location.....?

hi,
say if i position the song positioin line/edit insertion marker..... onto a midi/instrument track......and i want to insert a midi note at a specific pitch.... on the midi grid.....at the exact location where the line is......

ive played around with the midi insert dialog box/event list..... and step input....but when i click those buttons..... the note doesnt seem to get inserted on the midi grid.....

i guess i could just draw a midi note in with the pencil tool and then change its postition.....to an exact tick location......

thanks.
