If is the blue arround the track name etc...like a stroke is normal .
That is the track selection for the arrow keys navigation in the 003 and other controllers . See if that blue line is on the first 8 tracks . It let you know what tracks are selected for the controller as they are limited to 8 track at time .

I think its ok you dont have to worry about it but you can check manual to see if that is a feature that can be disable..
